The Bill (Reg. No.1071) establishes two modes of the Charter, namely, the general and the extended mode, depending on the level of conventional use of minority languages within an administrative and territorial unit.
However, the People´s Deputies stated that the Bill fails to comply with the European Charter for Regional or Minority Languages, since the Charter does not define the status of regional or minority languages, but contains a list of goals and principles that envisage commitments of the State concerning protection and development of regional or minority languages.
